~~Week ending Saturday 3rd February 2024~~

Welcome to February! Where did January go? Well, it appears that in some parts of Horbury & South Ossett, Spring seems to have sprung. Although if the weather forecast is to be believed, we will be having a very cold snap over the next few weeks. That would be typical February weather!

The restoration work on both Ossett & Horbury Town Halls continue. Horbury’s is a much smaller job, but outcomes to date have been better than expected. Ceiling repairs and redecoration, means that the ceiling in the old Council Chamber looks as good as new.

Over the next few weeks scaffolding will be erected, to allow contractors external access to the stained-glass windows. Work will be carried out to replace rotten window frames and hopefully a clean of the windows. Watch this space for more updates and pictures.

We have recently updated our “Who should I call for help?” leaflet. The latest version includes all the contact numbers you need, to report issues you may see when you are
out ’n’ about. Print it out, if you can, and keep it safe, you never know when you may need this important information.

The next Police & Communities Together meetings (PACT meetings) will be held on Tuesday 27th February for Ossett residents. This meeting will be held at The New Spring Church at 7pm and will finish at 8pm. Horbury & South Ossett residents’ meeting will be on Thursday 29th February. Starting at 6pm for one hour at The Methodist Church in Horbury.

This is your opportunity to meet with and raise issues with our local Neighbourhood Police Team. They will also give you and update on their work around the Ward and how we can work together.

We have been out walking the Ward over the last two-week spending time delivering leaflets and making notes about issues that we see and those raised with us by residents. We will continue to be out ‘n’ about over the next few months, stop us and say hello if you see us.

These walks give us a real opportunity to see the good work that is being done in Horbury & South Ossett and to see the issues too.

You may have seen in local media that Wakefield Council, at its last meeting, adopted their new Local Plan. This is a formal and government dictated project which every Local Council in the country has to complete. Wakefield’s plan is formally known as – Wakefield District Local Plan 2036. The lifetime of the plan is 2024 to 2036.

The purpose of the plan is to identify places across the district that could be used for building new homes, employment opportunities and many other activities.

These plans are needed, because without them, developers can build what they want, where they want. With a Local Plan in place, we can control what goes where and how many. The process, created by Government, is not perfect, but without it there would be very little the Council could do to stop over development.

We often get asked about the ownership of roads. The majority of roads across the Wakefield District belong to Wakefield Council. But there are many roads, usually on residential estates, that are still owned by the company who built the houses. These roads are called Unadopted, and the maintenance of the road is down to the house builder or management company they employ.

This can often be the case for some side streets or alleys that run between the backs of terrace houses or one-off builds from side streets. The filling of potholes on these roads will need to be carried out by the owner. We can advise if the road is unadopted or not. Over the past few weeks, we have been able to support the following local community groups with funding to enable them to continue or develop their work.

• Our local Food Bank. We have secured over £2,500 to enable them to buy a large commercial fridge and separate freezer. This will allow them to offer fresh and frozen food items to their clients on a weekly basis
• Christ Church in South Ossett. A grant of £500 to buy a water boiler. This will be installed in one of their meeting rooms, or kitchen, allowing more community groups to meet and offer services to the centre users
• Thinking ahead to summer, we have supported grants totalling £2,000 for flowering hanging baskets across Horbury town centre. This project is jointly delivered by Horbury Village Partnership & Horbury Civic Society
• Horbury Library has been awarded circa £450 to buy a Cricut crafting machine. This will be used by crafting groups to create unique items for use by the groups and our library

On Saturday morning we held an advice surgery for residents. Issues raised this week ranged from landownership to past planning and access information to overgrowing trees blocking pavements. Our next session is on Saturday 17th February in Horbury Library starting at 10:15am. We can offer help and support, but we are not lawyers and often the only resolution would be to seek professional legal advice.

Finally, this week, we must give a big thank you to Wakefield Street Kitchen. Over the past few weeks, they have been supporting our local Food Bank with donations of canned soft drinks and packets of tea.

We were given such a large donation this week, their generosity has supported our Food Bank and the recently created resident’s group at Broad Royd Community Centre in South Ossett. Thank you again and please keep up your amazingly good work.
